The Australian skipper has secured 309 wickets in 71 Test matches with an impressive average.
The Australian chair of selectors Bailey has stated that pace spearhead Cummins will play a "major part" in the forthcoming Ashes series.
Speculation had been growing that the veteran bowler might sit out due to a ongoing back issue that had not yet healed.
Initial reports from team management suggested no official announcement had been made regarding whether he would play, with the five-Test series scheduled to begin on 21 November in the WACA.
The selector shared that his recovery is on track and was "optimistic" about his chances of being involved.
"We know that the window is narrowing and various factors around that, not just his injury, but additional elements," the selector added.
"The outlook is good. [We are] really confident that he'll participate in a significant role. Ideally starting in Perth. Should that not happen, then we'll pick it up."
Previous Setbacks
The captain missed the ODI and T20 games against New Zealand and India last month after scans revealed a lumbar bone stress.
Previous incidents include of spinal problems, with flare-ups in 2012-13, 2013-14 and 2015-16 forcing him out of three Australian summers in four years.
Cummins stated he would be bold in recovery efforts in his comeback strategy to make the squad for the series.
The selector indicated that there was no confirmation if Cummins had begun bowling as part of his rehabilitation but conceded it was "pressing" for him to be fit for the first Test.
Alternative Arrangements
If he's unavailable, veteran batsman Smith will take over the captaincy.
All-rounder Cameron Green was recently pulled out from Australia's squad for their limited-overs matches against India as a precautionary measure because of soreness in his side.
He labeled it as a "small issue and confirmed that Green will play in the domestic first-class competition, so will be "ideally positioned to resume bowling."
"Extensive planning has gone into developing the strategy for him to take part for the opening match as an all-rounder," Bailey explained.
"His involvement was limited to the initial matches regardless. His aggressive style the willow in shorter formats, should it hinder progress for another day, the choice was made to take a cautious route."
